some laws were not meant to be enforced with 100% efficiency. i hope we realize that and change it before some technology comes along that allows for 100% efficiency. traffic laws are a good example. crossing a solid white line was a no-no according to the DMV drivers manual. Thats useful in general but should a ticket be issued every time a solid white line is crossed? What about when you need to pull over on a highway? Jay walking is another example. By stopping and looking both ways and seeing the street is safe by almost any definition of safe, Im talking the law into my own hands by deciding to cross against the light. should that be ticketed every time? what if i was crossing the street to get away from a mugger or to stop an out of control baby carriage?
